Position Summary:
Macfadden is seeking a Personal Services Contracts (PSC) Recruiting Deputy Team Lead, in support of the United States Agency for International Development (USAID) Office of U.S. Foreign Disaster Assistance (OFDA). The PSC Recruiting Deputy Team Lead is a procurement position and will provide support to the PSC Recruiting Team Lead. USAID/OFDA’s PSC Recruiting Team manages the PSC pre-award contracts process, helping USAID/OFDA recruit and hire outstanding experts to perform the challenging mission of responding to diverse types of disasters around the world. USAID/OFDA’s talent needs constantly change as new disasters occur. The PSC hiring mechanism allows USAID/OFDA to contract with individuals who have the expertise the office needs. The PSC Recruiting Team, in accordance with US Government procurement regulations, prepares and posts PSC job solicitations, receives job applications, and assists USAID/OFDA throughout the pre-award contracts process to evaluate, interview and select candidates to be contracted by USAID/OFDA under the PSC hiring mechanism.
The PSC Recruiting Deputy Team Lead position is a unique opportunity for candidates seeking a career in procurement and contracting. The PSC Recruiting Deputy Team Lead plays a key role throughout the PSC pre-award contracts process, which is managed in accordance with US Government procurement regulations and the Procurement Integrity Act. The PSC Recruiting Deputy Team Lead reports directly to the PSC Recruiting Team Lead, and assists with many tasks across the team (see specific job duties, below).
Key Responsibilities:
- Serve as Acting Team Lead, as needed.
- Assist Team Lead with onboarding and training of new staff.
- Assist Team Lead with reviewing recruiting actions and documents for accuracy and completeness.
- Responsible for the producing and drafting of all recruiting documents, including solicitations and selection memos.
- Understand and facilitate the USPSC recruitment process for a portfolio of USPSC recruitments, including serving as a primary point of contact and managing communication with current and potential applicants, agency staff, and the general public.
- Provide administrative support from preparing and posting job solicitations, to collecting application materials, facilitating the technical evaluation process, and checking references and academic credentials. Responsible for administrative tasks related to PSC recruiting including maintaining files, answering contract questions for candidates, and reporting on ongoing recruitments
- Ensures that all recruiting documents are error-free and accurate.
- Ensures performance evaluations are completed on time.
- Monitors upcoming PSC recruiting process actions and deadlines, and ensures all assigned recruitments/tasks are completed in a timely manner.
- Responsible for producing solicitation numbers in GLAAS.
- Liaises with DCHA offices and with the OAA Contracting Officers.
- Responds to DCHA and OAA inquiries on PSC recruitment status, progress and issues.
- Provides ad hoc and regular reports to OAA and/or DCHA.
- Ensures assigned PSC recruitments are in compliance with USAID, USG and DCHA regulations, laws, standards, procedures.
- Maintains electronic and hard copy files and systems in compliance with USG, Agency and office standards.
- Provides administrative support duties including scanning, copying, filing, and other administrative support as needed.
- Proposes ways in which PSC recruiting can be improved and/or processes can be streamlined, and participates in trainings and other opportunities as relevant to the position and role.
- Other duties as assigned.
NOTE: The PSC Recruiting Deputy Team Lead must also be willing and able to have the flexibility to work outside of regular office hours due to business requirements, including conference calls and phone interviews with people located in different time zones.
Education: BA/BS required
Experience:
- At least 8 years or more of US government procurement and/or contracting experience (FAR, ADS and AIDAR), including demonstrated understanding of and experience with applicable laws, rules, regulations and procedures governing contracting operations
- US Citizenship
- Ability to obtain an interim and final Secret Security Clearance
- Experience working with USAID procurement and contracting, ideally with Personal Services Contracts (PSCs) preferred.

- Taking clear, accurate and comprehensive notes during fast-paced meetings or candidate interviews;

- Advanced skills with Microsoft Office, (Word, Outlook, Excel, PowerPoint, etc.) email, and internet applications.

- Demonstrated experience and ability to interact with a wide range of colleagues throughout the organization, including the most senior levels of USAID/OFDA.

U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored security clearance.
