Position Summary:

Macfadden is seeking a PSC Administrative Assistant supporting the United States Agency for International Development (USAID) Office of Food For Peace (FFP). The Administrative Assistant will be providing support to the PSC Contract and Recruiting Teams. The U.S. Agency for International Development’s Food For Peace (FFP) Personal Services Contracts Team (PSC Team) helps FFP recruit and hire outstanding experts to perform the challenging mission of responding to diverse types of disasters around the world. FFP's talent needs constantly change as new disaster situations present themselves. The PSC hiring mechanism allows FFP to make contracts with individuals who have the expertise it needs in a fast and flexible manner. The PSC Team posts job openings, assists FFP in making selections, and facilitates the contract between FFP and the individual being hired. The PSC Administrative Coordinator reports directly to the PSC team’s manager, and assists with many tasks across the team (see specific job duties, below).

Essential Functions:

PSC Contracts duties:

  • Responsible for administrative tasks related to PSC awards from maintaining files, responding in an informed and timely fashion to contractual questions and request for assistance. This includes demonstrating an appropriate sense of urgency when responding to internal and external customer requests.
  • Ensure assigned PSC contracts are in compliance with USAID, US Government, and other regulations, laws, standards, procedures.
  • Assist with monitoring PSC performance and resolving problems.
  • Maintain electronic and hard copy files and systems in compliance with US Government and USAID standards.
  • Monitor and track upcoming contractual actions and deadlines. Responsible for assuring that all information regarding the status of assigned procurement actions are in the Global Acquisition & Assistance System (GLAAS) databases and/or current systems as applicable for completion of work tasks and as per agency regulatory requirements.
  • Assist in the close out of existing contracts.

PSC Recruitment duties:

  • Understand and execute the USAID PSC recruitment process such as assisting in the development of solicitations, assisting in the application process, scheduling interviews, and providing ad hoc reports, materials, on positions.
  • Assist in updating recruitment policies, and must respond to queries and requests by e-mail or official correspondence.
  • Gather information in order to prepare position status reports, and maintain an applicant flow and hire log for all open positions and draft correspondence for unsuccessful applicants.

Education:

  • Less than BS/BA with 1-5 years of relevant experience
  • Bachelor’s degree with 1-4 years of work experience; or
  • MS/MA/MB with 3 years of work experience

Experience:
Proven experience in records management, information management, and customer service.

Qualified candidates must possess the following skills and abilities:

  • Excellent record keeping and organizational skills and exceptional attention to detail.
  • Proficiency in basic Microsoft Office suite (including Word, Excel, PowerPoint) and/or Google suite (docs, slides, sheet).
  • High level of integrity, professionalism including teamwork and ability to deliver within short deadlines, work under pressure and multi-tasking skill in fast-paced environment.
  • Professional level communication skill in both oral and written forms.

U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored security clearance.

Physical Requirements
While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
