Position Summary

Key Internal Interfaces: PSC Contracts, Recruitment Team, OFDA Acquisition & Assistance (ACQ) Team and Overseas Administration Team (OAT)
Key External Interfaces: All OFDA Staff, USAID Office of Acquisition and Assistance and USAID Chief Financial Office

Macfadden is seeking a Personal Services Contracts (PSC) Coordinator supporting the United States Agency for International Development (USAID) Office of U.S. Foreign Disaster Assistance (OFDA). The PSC Coordinator will be providing support to the PSC Contracts Team. The USAID/OFDA PSC ContractsTeam provides support in the negotiation, award, and administration of US Personal Services Contractors (USPSCs) in accordance with Federal and Agency acquisition and assistance rules, regulations, policies and procedures to effectively maintain OFDA’s long term workforces and surge capacities. The PSC Coordinator reports directly to the PSC Contract’s Team Lead, and assists with many tasks across the team (see specific job duties, below).

Key Accountabilities

  1. Provide support to PSC Contracts Team.
  2. Negotiate PSC salaries in accordance with USAID regulations.
  3. Assist new PSCs with onboarding requirements.
  4. Distribute copies of the fully executed contract documents.
  5. Develop and maintain relationships within the client organization.
  6. Communicate with senior clients, OFDA staff, and PSC candidates.
  7. Proofread documents.
  8. Maintain databases and lists.
  9. Produce materials for meetings (e.g. make binders).
  10. Prepare ad hoc reports as needed.
  11. Other duties as assigned.

Essential Functions

Education/Experience:

  • Bachelor’s degree or equivalent with 1 year of professional experience, including internships.
  • 1-3 years or more of work experience with civilian agencies, military, industry, or non-governmental
    organizations. Internships count towards experience.
  • Humanitarian experience (in the field or research)
  • Environments where work was both fast-paced and the demands on quality were extremely high

Skills:

  • Excellent communication skills (written and oral) in English
  • Superior computer skills
  • High skill with Microsoft Office 2010 Office Suite in a network environment.
  • Ability to learn new software and databases quickly.
  • Highly organized and efficient
  • Produces high-quality work
  • Able to maintain focus in a fast-paced environment, maintaining a calm, friendly, and helpful, and mature attitude while under pressure
  • Can multitask, balancing priorities and communicating with clients

U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored security clearance.

Physical Requirements

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
