Position Summary:
As a member of the FFP Global M&E team, the Monitoring and Evaluation Specialist will provide M&E technical support to FFP partners and Missions. The primary purpose of the technical support is to enhance and strengthen FFP and its awardees technical capacity to monitor and evaluate the performance of development and emergency food security programs, working closely with Private Voluntary Organizations (PVOs) and Public International Organizations (PIOs). The Monitoring and Evaluation (M&E) Specialist will support the effective management of FFP resources by providing technical assistance and training to ensure effective development and implementation of monitoring systems for food security programs. The selected candidate will take direction from the FFP M&E Team Lead and be assigned to the FFP Monitoring and Evaluation Team within the Technical, Learning and Planning Division. The successful candidate will review M&E design and indicators, analyze findings, undertake longitudinal analysis of programs, respond to taskers and prepare and present reports and studies related to USAID’S Office of Food for Peace (FFP) emergency and development programs.
The selected candidate will be a member of the multicultural FFP global M&E team working with a variety of clients including FFP global, technical, policy, knowledge management, and program design, teams; contractors, technical and implementation partners, USAID Missions, and Regional Offices. Therefore, it is extremely important for the candidate to be a strong team player, have strong client base service orientation, and be sensitive to timely delivery of outputs. The selected candidate is expected to travel approximately 50% of time to developing countries to co-facilitate M&E workshops, training on annual monitoring, review partners M&E systems and provide technical assistance to partners, and data utilization workshops.
Essential Functions:
- Review M&E plans for FFP projects, including indicator selection, data collection, data management, quality assurance, and reporting
- Analyze FFP project results using the annual monitoring data and performance
- Coordinate with FFP field missions, and partners to provide technical support to strengthen FFP partner M&E systems in the region
- Collaborate with field staff in the mission/region to improve coordination and cooperation for effective monitoring and reporting of FFP investments
- Provide technical support to FFP officers in country Missions as they develop and implement country monitoring plans and analyze and report finding
- Keep abreast of trends in M&E and apply knowledge to improve the M&E of FFP’s food assistance, food security and the underlying causes of hunger
- Design and co-facilitate M&E workshops in developing countries
- Update and manage information systems for monitoring data
Skills and Abilities:
- Exceptional analytical skills
- Demonstrated experience in working on food security/ economic growth/ or nutrition indicators and monitoring system.
- Expertise and experience in survey design including sampling.
- Experience in designing qualitative studies/ evaluation.
- Experience in providing technical guidance and advice to others on issues related to monitoring food security or nutrition or economic growth programs.
- Demonstrated skills in analysis of performance reports and ability to independently assess and suggest improvements of program’s/project’s Theory of Change, Logical Framework, and or Results Framework.;
- Knowledge of monitoring and evaluation methodologies commonly used in development and humanitarian projects, and project design steps and process
- Skills in data management; and statistical analysis using SPSS/ STATA/ CSPro, or any statistical application.
- Excellent verbal and written communication skills, demonstrated ability to provide accurate reporting
- Ability to prepare ad hoc reports, project documentation, and briefing papers
- Demonstrated experience in working in multi-cultural teams with strong work ethic
- Ability to work in high-pressure environments and manage multiple projects under tight deadlines
Education/Experience:
- Master’s degree with minimum of 6 years’ experience. Relevant degree and/or specialization in a quantitative field preferably in Economics, Agricultural Economics, Development Economics, Biostatistics, Statistics, and Mathematics.
- Minimum 6 years’ of progressively responsible, professional-level experience related to program monitoring, including designing monitoring systems, indicators, developing M&E plans, data quality assessments, survey techniques, qualitative investigation, and statistical analysis. The successful candidate must have working experience in developing countries.
U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored security clearance.
