Macfadden seeks a Food Security Specialist to support USAID’s Office Food for Peace (USAID/FFP). USAID’s Office of Food for Peace (FFP) Mission is to reduce hunger and malnutrition and ensure that adequate, safe and nutritious food is available, accessible to, and well utilized by all individuals at all times to support a healthy and productive life. As the world’s largest food assistance donor, the office’s portfolio of food assistance programs includes contributions of in-kind food from the U.S.; purchases of food produced locally and/or regionally, cash transfers and food voucher programs. By utilizing these modality tools when and where appropriate, FFP is able to ensure emergency food needs met and that programs support market systems and value chains.

As a member of the FFP Food Security Team (within the Technical, Learning and Planning Division), the Food Security Specialist will manage and monitor FFP’s food assistance programs for the designated areas and ensure the effective management of FFP resources. It is the primary responsibility of the incumbent, working together with OFDA colleagues, to coordinate and monitor ongoing FFP-funded emergency food assistance programs and report on their implementation to FFP/ USAID Missions.

ESSENTIAL FUNCTIONS

Duties include but are not limited to:

  • Provide emergency food security related technical assistance to FFP/DC, FFP field missions and partners.
  • Undertakes a wide range of duties that require the exercise of judgment, the interpretation of policies and practices and their relevance to a new problem or situation.
  • Reports on government policies and actions affecting food assistance programs, as well as donor pledges.
  • Supports the DART/ Senior Regional Food Security Advisor in his/her needs regarding monitoring, reporting, and strategic planning relating to ongoing FFP programs and by attending a range of meetings and consultations with stakeholders.
  • Establishes and maintains positive working relationships with members of PIOs, NGOs, intergovernmental agencies, and other bureaus in USAID, encouraging the sharing of best practices.

EDUCATION, EXPERIENCE AND SKILLS

Education/Experience:

  • Master’s or Bachelor’s degree in public health, agriculture, nutrition, economics, international development, humanitarian assistance, or another related field.

  • 12+ years (with Master’s degree) or 15+ years (with Bachelor’s degree) of progressively responsible professional experience with a preference for work in humanitarian assistance, conflict mitigation and/or international development, of which include food security.

Skills:

  • Serve as point of contact for all issues pertaining to FFP food assistance for designated implementing partners (WFP, NGOs, and other international organizations);
  • Coordinate with interagency colleagues, host governments, implementing partners, and donors at the working level to address issues impacting FFP-funded food assistance;
  • Assess food needs based on a variety of sources, including assessments, technical data, early warning information, and reports from NGOs, the UN and other actors;
  • In coordination with the broader FFP field teams, review appeals and proposals, and make funding recommendations;
  • Review information provided by implementing partners to maximize program effectiveness and ensure programs are implemented in a manner consistent with policy and legislative guidelines;
  • Report to senior FFP Officers on implementation of ongoing FFP programs, including progress and problems encountered by implementing partners;
  • Work with other parts of the USG and donors to promote integration of food assistance with other programs, to increase the effectiveness of the programs overall.
  • Acting with independence, provide briefings and represent FFP in meetings and/or working groups.
  • Synthesize information on progress and problems encountered by implementing partners.

U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored clearance.

Physical Requirements

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
