Macfadden seeks a Knowledge Management and Organizational Learning Specialist to support USAID’s Office Food for Peace (USAID/FFP). The Knowledge Management and Organizational Learning (KM/OL) Advisor within the Policy and Technical Division in the Office of Food for Peace (FFP) will champion office-wide integration of practices that support knowledge capture and transfer, collaboration, learning and knowledge sharing, and adaptive management. These efforts contribute to a broader aim of ensuring the capture and application of knowledge and experience arising from FFP programs, thus extending the impact of past investments and facilitating adaptation to new operational and local contexts. A proponent of continuous learning and adaptive management, both in Washington and in the field, the Advisor will help enable strategic knowledge transfer between FFP and field Missions, partner Bureaus and Offices in USAID, and the implementing partner community. The Knowledge Management and Organizational Learning Advisor will support the Collaborating, Learning and Adapting (CLA) Team. The CLA team facilitates learning and adaptive management efforts for FFP. The Advisor will provide CLA technical assistance and capacity building within FFP and its partner communities; and to manage the development and implementation of process and practices for knowledge management, organizational learning, and adaptive management. Working to advance FFP’s transformation into a learning organization will facilitate the application of knowledge into more effective FFP humanitarian and development responses. The emphasis for this role is on people and processes rather than data management systems. The incumbent will work closely with and receive technical guidance from the CLA Team Leader.
Essential Functions:
- Provide direct CLA support to FFP teams and Missions through design and facilitation of knowledge sharing, after action, and participatory planning meetings and workshops. Contribute to efforts to develop and update the FFP Learning Agenda outlining key research and learning lines of inquiry.
- Support and oversee efforts to integrate CLA in FFP procurement processes, activity design and management, and internal management processes.
- Support CLA practices through supporting development of workshops, guidance and tools, and capture of best and promising practices in KM/Learning. Provide oversight to similar efforts by KM/Learning support mechanisms.
- Play a substantive role in work planning for the CLA Team including leading participatory processes to gauge needed areas of support from FFP staff globally and integrating contributions from FFP KM/Learning support mechanisms.
- Support the CLA Team Lead to oversee and implement the FFP budget for knowledge management and learning through activity planning, design and implementation. Develop statements of work, Requests for Proposals or Assistance, budgets and supporting documentation for new contracts, grants or activities.
- Serve the Contracting/Agreement Officer’s Representative (COR/COR) or Activity Manager for contracts or grants that provides knowledge management and learning support to FFP or to the FFP implementing community. Oversee the operations and financial management of those contracts and grants and contribute to activity work planning.
- Serve as a liaison between FFP and other USAID operating units around knowledge management and learning, collaboration, and adaptive management to ensure coordination and leveraging of opportunities.
- Initiate and maintain effective relationships with the customer, implementing partners, and other agencies and donors, and participate in key KM/Learning communities of practice to stay abreast of innovation and best practices, identify opportunities for collaboration, and events or other mechanisms for dissemination and sharing of FFP KM/Learning experience.
- Occasional other duties as assigned.
Education/Experience:
- Bachelor’s degree with minimum 8 years’ experience in related field OR Master’s degree with minimum of 6 years’ experience in related field.
- Minimum 6 years’ of progressively responsible, professional-level experience of which must be related to knowledge management and/or organizational learning in an international context.
Skills:
- Demonstrated experience in developing, applying and supporting successful knowledge management and organizational learning practices, processes and policies within a complex organizational setting.
- Demonstrated experience in project management, overseeing planning, budgeting, timelines and quality control over end products.
- Demonstrated experience working in developing country or international contexts and taking into account differences in culture, language, access to resources and other factors.
- Demonstrated ability to work well under pressure, successfully balancing competing priorities and demands.
U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored clearance.
