Senior Environmental Policy Officer, WWF-Myanmar

WWF-Myanmar was established in 2014 with the aim of supporting Myanmar’s sustainable development ambitions with a focus on achieving conservation through a Green Economy approach that ensures the protection of ecosystem services and biodiversity while promoting sustainable livelihoods.

Major Function

The Senior Environmental Policy Officer will support policy advocacy engagement, provide strategic direction and prioritization of key policy issues, liaise with MM government on key policy sector portfolios (energy, forests, water, agriculture, land use planning, infrastructure, and mining), facilitate policy messages from the landscape level, and ensure strategic communication and advocacy at appropriate levels.

He/she will then:

· Develop and support policy advocacy engagement

· Identify trends and issues, as well as provide strategic thinking and leadership, on WWF-Myanmar’s policy and advocacy work

· Liaise with MM government on key policy sector portfolios (energy, forests, water, agriculture, land use planning, infrastructure, mining) to incorporate rigorous standards to achieve efficient and environmentally sustainable operations

· Support the development of a strategy for Myanmar policy priorities and related communications

· Support the policy structure of a public environmental financing mechanism

· Support the WWF conservation programme in building strategic informal and formal alliances with key governmental and non-governmental partners in Myanmar

· Promote the incorporation of green economy principles, and especially the value of natural capital, in key policies, structures, plans and decisions taken by government

· Support design and implementation of capacity building for line Ministries and Departments

· Liaise with relevant policy-makers to facilitate assessments of natural capital to maintain the ecosystem integrity of priority sites and species

· Ensure policy engagement at national and regional/local levels reflects issues and priorities from the field level

Required Qualifications

· Advanced university degree (Master’s degree or equivalent) in conservation/environmental policy, conservation finance, environmental economics, environmental studies and/or natural resource management or related area. A first university degree in combination with 7 years of professional and academic qualifications may be accepted in lieu of the advanced degree.

· At least 5 years of experience in development or environment sectors, preferably in the Greater Mekong Region/Southeast Asia, 2 years of which should be in policy advocacy (preferably in environment sector)

· Knowledge of environmental issues, policies, regulation and guidelines and the policy/institutional context in Myanmar

· Sound knowledge and experience in policy analysis and positioning

· Experience of working with Government officials and/or donors

· Experience in working with key regional and international institutions, e.g. ADB, ASEAN, EU, UN is an added advantage

Required Skills and Competencies

· Strong leadership skills in terms of planning, motivating team members, delivering quality outcomes and financial management of large projects

· Excellent communication skills

· Strong technical/professional knowledge and skills about environmental policy analysis and advocacy

· Knowledge of processes, policies, regulation and guidelines and the policy/institutional context in South East Asia, preferably in Myanmar

· Networking, building and maintaining working relationships with various stakeholders, especially government officials

· Strategic thinking and ability to deliver constructive feedback

· Experience in advocacy training and capacity-building of CSOs and NGOs
