Macfadden is seeking a Program Specialist supporting the United States Agency for International Development (USAID). The Program Specialist will prepare budget reports for senior leadership, manage annual financial report requirements and monitor funding activity. The Program Specialist will also serve as the interface between the USAID training staff and USPSC personnel with regard to training.
Key Accountabilities:
- Prepare a wide variety of budget reports for senior leadership within CS3, DCHA and USAID.
- Manage annual CS3 financial reporting requirements as needed to USAID/CFO for Office of Manage and Budget, MPB, BRM, and congressional representatives.
- Develop and implement a system for maintaining accurate training records for the USPSC personnel to include registration, certificates of completion, and associated funding.
Essential Functions:
Duties include but not limited to:
Budget/Mission Support
- Support of and at the direction of CS3 Senior leadership management and monitoring of the CS3 Operating Year Budget (OYB).
- Assist with identifying proper fiscal direction to ensure the financial needs for CS3 are met.
- Tracking commitments, obligations, accruals, payroll, and expenditure data for the CS3 using USAID financial reporting systems (Phoenix, Phoenix Viewer, GLAAS).
- Works closely with USAID Management Bureau on the allocation of operating expenses for direct hires and other indirect costs.
- Assist with the de-obligation of contracts, travel authorizations and other outstanding miscellaneous obligations to insure completion and recovery of funds to CS3 operating year budget.
- Assist with the final closeout of contracts, i.e. monitoring invoices, and tracking outstanding payments and reimbursements.
- Assists with monitoring funding transfers and obligations in support of USAID Missions completion of these actions to CS3.
- Assists with the preparation of Deployment Cost Memorandums to USAID Missions
- Assists with the establishment of CS3 cost capture financial mechanisms (Group Requisitions) for USAID Missions’ utilization in providing deployment costs.
Training
- Aid CS3 personnel in the registration process for both USAID, interagency, and non-USG training, including the processing and submission of required forms, funding information.
- Develop and implement a system for maintaining accurate training records for CS3 PSC personnel, to include registration, certificates of completion, and associated funding.
- Coordinate and prepare an on-boarding week schedule(s).
- Complete Training Authorization Brief process for training with assistance from Travel Specialist.
- Responsible for tracking training budget.
- Responsible for tracking training metrics and disseminating metrics and budget information as needed.
- Responsible for training write-ups for Newsletter or announcements.
Education/Experience: Master’s Degree and 6 years of relevant experience, or Bachelor’s Degree and 8 years of relevant experience.
Skills: Must be able to obtain Phoenix and GLAAS access. Must have strong verbal and written communication skills as well as the ability to work independently or in a team environment.
U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored security clearance.
