The OA Staffing Specialist supports the Office of Africa (OA) within USAID’s Bureau for Humanitarian Assistance (USAID/BHA). BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The Bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards.

The OA Staffing Specialist facilitates office-wide recruitment by supporting the administrative and operational staffing responsibilities of OA leadership and staff. Day-to-day work assignments and oversight are provided by the OA Management and Integration Team (MIT) Team Lead, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.

The responsibilities of the OA Staffing Specialist include:

  • Managing and tracking the OA’s recruitment actions, including drafting memos and scopes of work with guidance and input from OA leadership;
  • Working closely with the Talent, Acquisition, Management, Outreach (TAMO) and Workforce Planning teams in BHA’s Office of Humanitarian Business and Management Operations to ensure that OA is following new process guidelines as it relates to the Personal Services Contractor (PSC) Recruitment Process;
  • Facilitating bi-weekly staffing meetings with OA leadership and proactively following up with all parties involved in a recruitment, following through on timelines and deadlines;
  • Drafting and distributing weekly recruitment communications, including notes and staffing action items to the Africa Senior Leadership Team (ASLT);
  • Maintaining and updating OA organizational charts on a monthly basis;
  • Manages recruitment records, including emails, electronic files, and file folders;
  • Maintaining staffing gap analysis and producing written instruction and other documents, such as spreadsheets, presentations, and reports as requested by OA leadership;
  • Developing new systems and approaches to address ongoing recruitment challenges;
  • Serving on Technical Evaluation Committees (TECs), following the Accelerated Recruitment process, to include completing minimum qualifications, writing interview notes, and drafting the selection or non-selection memo;
  • Creating standardized guidance on staffing for OA leadership review and assists with implementation; and
  • Providing oversight of junior-level MIT staff who support staffing-related tasks.
  • If needed, the OA Staffing Specialist will support OA leadership with Planning Responsible Unit responsibilities for staffing BHA’s Disaster Assistance Response Teams and Response Management Teams and supporting BHA’s response readiness systems, including PETER. The specialist may also serve as the staffing liaison between OA and a response’s Deputy Manager for Operations to address staffing needs and questions.

Education, Experience, and Skills Requirements

  • BA/BS completion and at least 8 years of post-college, progressively responsible experience, or MA/MS completion and at least 6 years of post-college, progressively responsible experience.
  • Experience managing government staffing and/or project operations, including experience supporting senior- and mid-level managers in a government environment.
  • Knowledge of USAID or USG rules and regulations related to personal services and institutional services staffing, recruitment, and contracting.
  • Strong applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google applications are required.

Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment. Only applicants who currently hold an active Secret or higher-level security clearance or who are eligible to receive a Secret security clearance will be considered for this position.
