With more than 200 employees, Macfadden is headquartered in Silver Spring, MD with multiple client site operations in the greater Washington, DC region and Tidewater, VA area.

Position Summary:

The Contracts Administrator is responsible for contract/subcontract development, administration, pricing, compliance monitoring from cradle to grave and similar duties throughout the pre-award, award, and post-award phases of contract management, as assigned by the Director of Contracts.

Key Responsibilities:

  • Administers contracts and subcontracts, as well as their task / delivery orders.
  • Drafts and reviews contractual instruments.
  • Facilitates contractual relationships with clients and industry partners within the framework of contract and subcontract administration.
  • Maintains electronic and hard copy files, as required.
  • Ensures compliance with contract requirements, acting as a subject matter expert and providing interpretation as needed; identifies necessary modifications, and prepares formal correspondences to clients.
  • Performs monthly/quarterly contract reporting, as directed by the Director of Contracts.
  • Interacts professionally with various levels of employees and customers, internal and external. All deadlines met with high quality product on time or early. Responds to meeting invitations, client and partner emails and calls within 24 hours.
  • Other duties as assigned.

Education:

Bachelor’s degree in Business Administration or a related discipline, or the equivalent combination of education, professional training and work experience.

Experience:

  • At least five (5) years of direct federal contract experience and/or equivalent training with demonstrated experience in administering ID/IQ, FP, FFP/LOE, FFP/LH, T&OM and/or Cost Plus contract/subcontract types. Experience with contract/subcontract agreements, task orders, non-disclosure agreements, teaming agreements, and consulting agreements.
  • Five (5) years of demonstrated experience supporting USAID, Department of State or other federal agency contracts, including task orders issued under GSA Schedules and labor category compliance under GSA schedules. Prior experience with field support/overseas contracts for USAID, Department of State, or other federal agencies a plus.
  • Experience performing closeouts of contracts and sub-contracts.
  • Experience or familiarity with Deltek/GCS or other accounting software.

Skills:

Successful candidates must be reliable, highly organized, motivated, and able to excel in a deadline-oriented work environment. S/he will have:

  • Working knowledge of the Federal Acquisition Regulation (FAR), USAID Acquisition Regulation (AIDAR), Foreign Affairs Manual (FAM), Federal Travel Regulations, Department of State Standardized Regulations (DSSR), and any other Federal agency contract and procurement regulations.
  • Strong interpersonal, financial, pricing, and negotiating skills.
  • Must be able to multi-task, be detail-oriented and maintain accuracy under intense deadline pressure.
  • Excellent verbal and written communication skills.
  • Ability to handle a large workload, with minimum supervision.
  • Proficiency with MS Excel and Word required. Proficiency with MS Access and Project a plus.

Physical Requirements

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
